Abstract

Since the discovery of nuclear weapons to the present day, nuclear-armed countries have always sought to maintain their monopoly while treating this arsenal as a deterrent rather than an active weapon. Today, the narrative has shifted, with some states attempting to join the club of nuclear-armed nations, and others, already possessing the weapon, seeking to change their doctrines of use. Older treaties have become outdated, with no new technical or legal arrangements emerging.
