Raphaël Maurel, Associate Professor of International and Digital Law at the University of Burgundy Europe (France), conducted a seminar on the ''Challenges of quantum technologies'' on Thursday, February 5. During the session, he examined the emergence of a second quantum revolution and discussed the ethical, legal, and geopolitical issues surrounding the rapid development of quantum computing, sensing, and communication technologies, with particular attention to their military implications.
